Background/Objectives: The Make-In-India policy is a takeoff on the National Manufacturing Policy (NMP) (2011) which seeks to bolster India's manufacturing and employment substantially. There is also a distinct shift from public sector dominance to Public Private Partnership (PPP) architecture and creating the right environment for private sector to flourish. However, a new education policy in sync with such manufacturing strategy is long awaited.
Methods/Statistical analysis: This paper seeks to highlight the different dimension of the missing links between the two policies. It has extensively depended on official sources to bring out appropriate tabular statements to bring out the trend analysis of various sectors in terms of employment, value addition and share in GDP. It has also analyzed major reports and findings in the education sector and cross verified the data through field study by adapting statistical sample study method.
Findings: The major findings are: inadequacy in budget allocation to different segments of education, serious short falls in terms of outcomes in primary education, research and patents registered by the universities and laboratories and significant gaps in skill availability to meet the opportunity in the pipeline. The stagnancy in the contribution of manufacturing sector in GDP share and employment generation has been brought out. The institutional constraints for realizing Ease-of-Doing Business and lack of financial empowerment of Panchayati Raj Institutions (PRIs) have also been highlighted.
Application/Improvements: The paper calls for empowering and emboldening our PRIs so that quality grass ischolar_main learning has a cascading impact at higher levels of learning and facilitate our yen to be a major Asian power through the Skill India initiative.

Odisha has been traditionally associated with low Gross Domestic Product (GDP) and Human Development Index (HDI) scores compared to most states of India. However, since 2005 there has a significant turnaround in the States' Domestic Product (SDP), due to private sector participation in industrial activity in a massive way and mining activities. The paper makes an analysis of impact of growth on equity and performance of industries and agricultural productivity. Drawing reference to the higher financial devolution to the states by the 14th Finance Commission, the paper brings out how major social inclusion schemes like the Integrated Child Development Services (ICDS) are getting a short shrift due to sharp reduction in the centre's share to Centrally Sponsored Schemes (CSS). It underscores the importance of providing quality primary education and health care funded by the government and improving agricultural productivity through increased public investment in irrigation projects. Odisha can realize the full potential of its rich mineral resources by making it a preferred destination for key technology transfer and durable partnership with Original Equipment Manufacturers (OEMs) and design houses of the world.Keywords

Present paper reports a study on the development of high emissivity coating materials with certain properties which essentially increase the efficiency of heater system. In this study, a high emissivity. Coatings is applied on refractory substrate. The Coating materials are capable of absorbing and reradiating thermal energy. The emissivity coating material is applied at the outer surface of the ceramic heater where the heating elements are inserted in the groove. The objective is to direct the radiation heat evolved during electrical heating glowed upwards so as to increase faster heating rates. Here, an attempt is made to study the effect of suitable coating with higher emissivity on the refractory substrate in the laboratory. The objective is to find out effectiveness of the emissivity coatings on the consumption of electricity units in heater applications. The coatings materials are consisting of various combinations of Zirconium, Silicon Carbide, Chromium, suitable binder, additives and some amount of clay. The binder is formulated to adjust desired consistency and drying characteristics of paint. The coating material is applied as usual methods such as spraying whereby a uniform thin layer is achieved. To increase the solid content, the coating is applied no. of times to study dependency of thickness. Some coating was also made on the ceramic heater by brushing etc. A fixed quantity of water has been subjected to boiling and time is noted when the first boiling starts. This study has demonstrated the heating time for the coated and uncoated heater. The resultant time of heating has been reduced and the unit obtained through based on calculation showed a reduction in energy.
Thus, suitable coatings developed in the laboratory showed a result oriented practical findings which could be useful in various heater/furnace applications whereby such coating reradiate the heat absorbed on the surface and thus saves energy. Also, it is shown that with the thickness the emissivity coating, increases with the increase in temperature in this experiment carried out in the laboratory, an average of energy saving up to 11-15% has been observed on the coated electric heater system.

Background/Objectives: After 1990 India adopted the path of liberalization, privatization and globalization, making it a “Breakout Nation” achieving an average growth of 7% in Gross Domestic Product (GDP). However, during the last two years, growth is showing a declining trend. The policy makers are in a quandary whether to persist with inflation targeting and Fiscal Responsibility and Budget Management (FRBM) act or be flexible with public debt, depreciate Indian rupee and provide greater fiscal incentives to spur private investment and exports. The objective of the paper is to bring out a credible policy mix, to improve growth, employment and Human Development Indicators (HDI).
Methods/Statistical Analysis: It has used data from credible official sources and analyzed them through suitable tables and graphs. A correlation between growth and development has also been established. The swan model has been used to demonstrate the demand and CAD short fall in India.
Findings: The major findings are that to mitigate demand and current account deficits there is a need to depreciate Indian rupee, bolster investment in the private and public sector and provide tax incentives to propel the “Animal Spirits” of the entrepreneurs. Further since India’s high growth is not accompanied by improvement in nutrition level of children, Maternal Mortality Rate (MMR) and extreme poverty reduction, investment in the social sector must be doubled. Quality of primary education, skilling and research initiatives have to give greater attention. Privatization of public sector banks (PSBs) will improve financial intermediation and curtails Non Performing Assets (NPAs) substantially.
Application/Improvements: The recommendations would mark a definitive departure from the current obsession with fiscal stability at the cost of growth and development.

Background/Objectives: The Integrated Child Development Services (ICDS) was unveiled in 1975, as a landmark infant and mother nutritional program with the objective of decreasing Infant Mortality Rate (IMR), providing supplementary nutrition to children who are below the age of six and to expecting nourishing mothers for promoting non formal education through Pre School Education (PSE).
Methods/Statistical Analysis: The paper delves into the National Family Health Survey (NFHS), report of UNICEF through the Rapid Survey on Children (RSOC) 2013-14 and the World Bank report on the impact of malnutrition on Gross Domestic Product (GDP). It tries to establish a correlation between Infrastructure/Facility Index (FI) and Performance Index (PI) of different states and the PI based on Child Mortality Rate (CMR), Female Literacy Rate (FLR) and Poverty Ratio (PVR).
Findings: The findings clearly show that in terms of coverage, it has a wide reach and has improved percentage under institutional delivery significantly. However in terms of its impact on nutrition for children and of adolescent girls are disappointing. In terms of provision of micro nutrient supplementation, there are wide variation between different states, religion, general category, SC & ST and between male & female, apart from being abysmally low in-terms of intake. The performance index based on three parameters viz. CMR, FLR, PVR clearly show distressing trends in the most populous states of Uttar Pradesh & Bihar. There is a high degree of correlation (0.7%) between facility index and performance index of the better performing states. While coverage has been the main thrust of the programme, the quality dimension remains a serious concern. India has also not achieved Goal 5 of Millennium Development Goals (MDG) in terms of reducing Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR).
Application/Improvements: The paper suggests that though the ICDS programme is well conceived it requires greater allocation priority, better governance autonomy and association of sensitive NGOs. It strongly recommends improvement in the wages of Anganwadi workers and imparting suitable training to them to improve their skill level significantly. The existing infrastructure needs to be significantly bolstered. The early childhood and maternal care should be made a Fundamental Right, on the lines of Right to Education (RTE) Act 2005, so that inclusive justice is a reality.

Media acts as the fourth arm of democracy to supplement the Supreme Court in its role as the watchdog of the Constitution. It also acts as a talisman of common man’s quest for socio economic justice. Noam Chomsky was the first to highlight how through several filters, consent is manufactured from media by the corporate houses. The paper brings how in the free market economy of India, similar filters are being used to promote the cause of nationalism, branding contrarian viewpoints as “anti national” and muzzling dissent. The contrasting report of Global Hunger Index (GHI) and Ease of Doing Business brings out the dissonance between the growth story and human development achievements, as reflected consistently in low Human Development Index (HDI). The paper laments that majority of the media do not cover the underbelly of rural distress, which the Socio-Economic Caste Census (SECC) Report (2011) captures. It also brings out how there is a harmony between social and economic indicators in China as compared to India due to strong political will. Of particular concern is the distressing situation of malnutrition of children as brought out by the Rapid Survey on Children (RSOC) report. One more area which is at the heart of impacting human development indices is the quality of primary education. Sadly post RTE Act 2009, guaranteeing right to education, the Annual Status of Education Reports (ASER) bring out how in terms of basic infrastructure and learning outcomes, there is acute shortfall as compared to the expected levels. The secondary education also shows a lack of vocational skill amongst children in the age group of (14-18) which is seriously impeding their employability. The paper strongly recommends that the press must play its role as an independent sentinel in a democratic system to project public opinion against apathy and high handedness of the governing class over the governed. A free media with an enabling environment and political neutrality is a surefire guarantee against potential fascist tendencies.

Growth economics gave way to development economics, by evolving measures like Human Development Index (HDI), Gender Inequality Index (GII) to address the long term need to improve human development capabilities. Developing economies like India have unfortunately not given adequate attention to quality dimensions in primary education, health care and sanitation. This year’s NobelPrize winners in economics have made a yeoman contribution to development economics by using Randomized Control Trial (RCT) tools to determine what works for people to embrace higher human development. This paper brings out the evolution of development economics and the design of RCT to arrive at startling f indings in the f ield of education, health; by combining, handholding with incentives in such trials. It brings out the def icient areas where India is yet to catch up such as Millennium Development Goals (MDG) and Sustainable Development Goals (SDG).And why it’s necessary to abdicate ideological blinkers in pursuit of economic pragmatism to promote socio economic justice. While there are contrarian viewpoints regarding universalisation of RCT f indings, there is unanimity that these are refreshing tool to make an objective assessment how to f ight poverty, illiteracy and ill health.Keywords

The concept of VUCA was introduced or brought into forefront post 9/11, when the businesses and their respective models were questioned, their existence, their profitability was uncertain. The growth, globally in various industries was facing a slowdown, however when the financial crisis was almost getting over, the ‘new normal’ emerged. VUCA circumstances undermine any efforts to understand the future and to plan for response. There is a change that is witnessed in the global business climate, the companies that have been doing well now thrive in this business environment in developed countries, the volatile situation in the industries continue to pose economic challenges for the businesses and where decision regarding technology and innovation is questioned. An important understanding of operational leadership in the context of VUCA is to identify the issues embedded in it. Unlike the problems that need to be solved, the issues are the unresolved, unexpected, complex - issues and challenges that every leader faces. Size and volume are no longer the keys to business success. Cash flow rather than profit helps an organization to cope with difficult times. Transforming a rapidly changing foreign environment into a onesize- fits-all approach requires a major overhaul of the way we develop, implement and deliver business plans and objectives as evidenced by numerous companies such as Ford Motors, Capital One Bank, Philips NV, Panasonic Corp, South West, The airline, Rio Tinto, Halliburton to name a few. This paper seeks to emphasize how important it is for leaders to enjoy the promotion and use of financial resources, maintain financial viability at all costs, master the art of budgeting, maintain and improve organizational performance.Keywords
